The Importer Security Filing (also referred to as “10+2”) is a security measure that went into full effect in 2013. This regulation was enacted to help US Customs and Border Protection (CBP) identify high-risk shipments and protect against acts of terrorism and unlawful entry of goods. It requires that importers or their agent, such as a licensed customs broker, electronically submit specific advance cargo information.
The ISF only applies to imports destined to the United States and must be filed 24 hours prior to the cargo being loaded onto the vessel. For late, inaccurate or incomplete filings, importers face costly fines and clearance delays.
